Pura Besakih is the Kahyangan Jagat Temple with the most important position on the island of Bali. In the "Lontar Padma Bhuwana," Pura Besakih is stated as “Huluning Bali Rajya,” meaning that Pura Besakih is the root of the Bali region. In other words, Pura Besakih is the soul of the island of Bali. This is in accordance with the location of Pura Besakih in the northeast of Bali Island. The northeast is the direction of the mountain and the rising sun, symbolizing life. In Pura Besakih, there are various symbols that illustrate life according to the teachings of Hinduism. It also contains the concept of the relationship between humans and God (Parhyangan), humans with each other (Pawongan), and humans with their natural environment (Palemahan). This concept is known as Tri Hita Karana, the three relationships that create harmony in life.

As Bali's "Mother Temple," Besakih is not only a center of spirituality but also a cultural center that represents the noble heritage of the archipelago. In the era of globalization and the digital revolution, cultural conservation needs to be carried out with a modern approach, empowering local communities and younger generations with global literacy and technological skills.

The Besakih Cultural Festival is an annual cultural and spiritual festival held at Pura Besakih and its surrounding areas. After the development of the sacred area of Pura Agung Besakih, this festival is expected to introduce the new face of Besakih specifically and also serve as a platform to accommodate, empower, and maximize the cultural and spiritual wealth of the area.
